Hamtramck City Council moves to fire police chief, officer and city manager

Hamtramck officials decided to move forward with firing the police chief, an officer and the city manager during a meeting Tuesday night.

A comprehensive investigation report that was released on Monday substantiated several serious allegations against the city officials.

Tuesday night was the first time the Hamtramck City Council held a meeting since the report was released, with community members attending.

The 59-page report, conducted by law firm Miller Johnson, which was hired by the city, alleges Police Chief Jamiel Altaheri drove a city vehicle to a strip club drunk while using sirens to run red lights, and handed a loaded gun to a civilian volunteer with instructions to put it to someone's head.

The report also alleged that Altaheri pressured officers to falsify police reports and 911 calls to help in a custody dispute and reduced another officer's discipline in exchange for the destruction of evidence.

The report also found Officer David Adamczyk abused overtime, violated stolen property policies and recorded other officers.

While most allegations against City Manager Max Garbarino weren't substantiated, the report shows poor judgment including delaying action on misconduct claims against Altaheri and Adamczyk.

All three were previously on administrative leave.

The Hamtramack City Council voted to fire Garbarino after over an hour in closed session. City Council does not have the authority to fire Altaheri and Adamczyk, however, the acting city manager can fire the two and will likely soon, officials discussed during the meeting.

Garbarino was at the city council meeting. In May, he placed Altaheri and Adamczyk on administrative leave after troubling allegations came to light. About a week later, the city council placed Garbarino on leave.

"City council thought that the words significant poor judgment means that (Garbarino) knew in January about these allegations that's what the report said and did nothing, not even a verbal warning or written warning... so he did not take actions to put a limit to this until it escalated beyond control," Hamtramck Mayor Amer Ghalib said after the meeting.

Representing Altaheri, attorney Amir Makled called the claims retaliatory.

"This council doesn't understand the concept of retaliatory claims, whistleblower violations and has opened themselves up to a long litigation process. This is going to cost the residents thousands of dollars, each individually," Makled said.

Reno Arabo, an attorney representing Garbarino and Adamczyk, also said the claims are retaliatory.

"It's shocking and it's clear retaliation and it's a big mistake. And the people of Hamtramck are going to be the ones who are punished for this," Arabo said.

Earlier in the day, Makled alleged that leaking the confidential report on the city's website before it was removed was a political move that prevents his client from due process.

"The chief tried to raise some awareness to some of the misdeeds that's happening within the department. And the moment he raised the issues to the city manager about an officer named David Adamczyk, he was placed on administrative leave instead of the other guy,"Β Makled said.

Attorney Jon Marko, who is also representing Garbarino and Adamczyk, argues the report is incomplete.

"These reports are done at the request and the payment of the employer, and when we get into litigation and we actually start putting people under oath, taking depositions, the report doesn't hold up as a litigation process,"Β Marko said.

Makled criticized the report's scope.

"That report is very one-sided; it doesn't say one positive thing about what he did for that department and how he has improved it," Makled said.

The group 13Forever was founded by Justin's family. They've created the Team JBird Golf Classic to benefit St. Jude Children's Research Hospital.

The 5th annual event will be held on Saturday, September 20, at the Bello Woods Golf Course in Macomb Township, and they're looking for golfers to participate. The shotgun start is at 1 p.m. Registration is $125 per golfer, but after Labor Day, the price will be $145 per golfer.

"One thing I think a parent fears the most, whether they want to admit it or not, is that your child will be forgotten ... I love to hear his name, and by doing 13Forever, we can keep his memory alive," said Roy Townsend.

MDOT: 100+ bridges at risk of closure by 2035 if funding isn't passed

The Michigan Department of Transportation said more than 100 bridges are at risk of closing by 2035 if they aren't rebuilt and funding isn't passed by the state Legislature.

In a press release sent out Monday, the department said about 2/3 of MDOT's bridge inventory has "far exceeded its original design life."

"MDOT now faces the possibility of more than 100 trunkline bridges closing to traffic by the year 2035, impacting approximately 1.8 million drivers daily, if a comprehensive transportation funding package isn't secured," the release said.

One of those areas is the massive I-96/M-39 interchange in Wayne County, which has 19 bridges that handle around 300,000 drivers per day.

According to MDOT, the westbound I-96 bridge over M-39 is at risk of closure, and it carries around 45,000 vehicles a day.

"The I-96 Southfield interchange is really at the center for industry, it's the center for a major public works facility, and for a lot of residents that live adjacent to it," City of Detroit Chief of Infrastructure Sam Krassenstein said in a statement. "So, for folks that need to go between 96 and Southfield, keeping those bridges open and in a state of good repair is really critical."

Within MDOT Metro's three counties, 180 bridges are anticipated to be in poor condition and 37 are at risk of closure by 2035, the department said.

"At this rate, by decade's end, nearly 50 percent of state routes, which carry 53 percent of total traffic and 80 percent of commercial traffic, will be in poor condition," said MDOT Director Bradley C. Wieferich. "Without additional investment, those projections will get worse."

The reason for the decline, according to MDOT, is that most of the state's bridges were built in the 1950s and designed with a 50- to 60-year service life.

The suspect in a stabbing of 11 people at a Traverse City Walmart earlier this summer was found not competent to stand trial.

Bradford Gille was in court for a competency hearing on Friday, and according to 9&10 News, a judge ruled he is not mentally competent to stand trial.

Gille will now remain at a center for treatment, and according to 9&10, Gille reportedly believes providers are threatening or will harm him, and he feels the forensic center he's staying at is a concentration camp.

Court records and news reports also show that Gille spent years struggling to seek mental health treatment.

In 2005, Gille pleaded guilty to domestic violence in Emmett County, Michigan, with records showing he spent 93 days in confinement.

The following year, records show he pleaded guilty to third-degree retail fraud in Petoskey. Two years after that, he pleaded guilty to aggravated domestic violence, this time spending a year behind bars. Four years later, records show he was convicted of assault.

Florida court records show that in 2014, Gille was sentenced to 49 days in jail following a criminal mischief conviction.

In 2016, records show Gille was charged with felony destruction of tombs and disinterment and mutilation of dead bodies. But, Emmett County court records show he was found not guilty by reason of insanity.

Gilles struggle with mental illness was so severe, he was featured in a 2007 article in the Petoskey News-Review where his mother said her son then 23 suffered from paranoid schizophrenia, fearing he would never break out of the cycle of hospital stays and incarceration:

"He's fine when he's on his medication," Gille, a Levering resident, said. "The problem is, his illness tells him that he is fine and doesn't need to take his medication. He's also been through the (mental health) evaluations so many times that he knows how to answer their questions."

Police say man shot, killed ex-wife at Detroit's Henry Ford Hospital; suspect not in custody

Detroit police confirm there was a deadly shooting at Henry Ford Hospital on Friday morning.

The hospital was placed on lockdown earlier, but that lockdown has since been lifted, a hospital spokesperson confirms to 7 News Detroit. The hospital is located at 2799 West Grand Boulevard.

Detroit police say a man went into the hospital and shot his ex-wife, an employee at the hospital, in the basement of the facility.

Police are currently looking for 65-year-old Mario Green, who they say left the facility in a 2011 white Dodge Charger with license plate DXC7067 after shooting the 40-year-old victim.

Green is presumed to be armed and dangerous. Police say he has an address in Bloomfield Hills.

DPD Chief Todd Bettison said they expect to have him in custody soon.

Officials investigating overnight shootings in Detroit after man killed, woman shot on freeway

Officials in Detroit are investigating two shootings that happened after midnight on Tuesday morning. It doesn't appear that the incidents are related.

Here's what we know so far:

Fatal shooting on Mettetal

One man is dead after being shot inside of a vehicle on Detroit's west side early Tuesday morning.

The Detroit Police Department found the man just after 1 a.m. in the 12100 block of Mettetal. Medics transported the man to the hospital, where he has since succumbed to injuries.

A DPD captain on scene told us this shooting stems from a family dispute involving two brothers in their 30s. We're told one brother shot the other.

Police are investigating this incident, with the brother yet not in custody

Woman shot on WB I-96

A woman is recovering at a local hospital after being shot on the freeway early Tuesday morning

According to Michigan State Police, a 27-year-old woman from Redford called 911 from a McDonald's, saying she had been shot on the freeway.

Investigators say the woman was heading east when an unknown vehicle approached from behind in the left. The woman said she heard multiple gunshots and pulled over to the shoulder before the other driver drove off.

That woman is recovering at the hospital, and she is expected to make a full recovery. A portion of I-96 between Joy Road and W. Chicago Avenue was closed for an evidence search in this case.

Troopers located items of evidence along the freeway, said F/Lt. Mike Shaw. Right now troopers are trying to determine a motive for the shooting and get a better description of the unknown suspect vehicle. Man dead, 2 women injured after shooting during repass at Detroit park

A man has died and two women were injured after a shooting incident at a Detroit park Monday evening, police said.

Detroit police said they were called just before 8 p.m. after shots were fired at Latham Park in the area of Seneca Street and Moffat Avenue on the city's east side.

Officials said a repass was happening at the park after a funeral service when a vehicle pulled up and shots were fired. Detectives believe the car could be a burgundy Chrysler 300 that had a flat tire. They're looking for the suspect vehicle.

Three people were shot a man and two women. The man died, police said. The two women were hospitalized in temporary serious condition.

Police said the man was in his early 30s. The two women are in their late 20s.

Several shell casings were found at three different locations in the area an alley west of the park, the street in front of the park and a rear corner of the park. Police said they would not be surprised if there are about 100 casings in total.

It's unclear at this time if there were multiple shooters. What led up to the shooting is unknown at this time.

Police plan to talk to the female victims when their conditions improve. They're also looking to talk with witnesses.

Police searching for man last seen at Michigan Renaissance Festival in Holly

Police are asking for the publics help to locate a missing man who was last seen at the Michigan Renaissance Festival in Holly this past weekend.

Rockwood Police Department says Jacob Angeles did not return home from the festival on Saturday.

He was last seen at the festival around 11 a.m.

Police say Angeles was also supposed to show up to work the next day, but didnt.

Angeles reportedly drives a 2006 silver Jeep Commander.

If anyone knows of his whereabouts, youre asked to call the Rockwood Police Department.

Westland man charged after allegedly owning child porn

A Westland man has been charged after being accused of owning child porn.

Earlier this week, investigators raided the home of 21-year-old Terence Darell Gaines, and found that Gaines owned child sexually abusive materials.

Gaines has been charged with one count of Aggravated Child Sexually Abusive Material- Possession, one count of Child Sexually Abusive Material-Possession, and one count of Using a Computer to Commit a Crime.

Gaines appeared in court on Saturday (August 16), with the judge granting him a $50,000 cash/surety bond. Gaines was also given a GPS tether, a curfew for 10:00 p.m., and an order not to communicate with minors and not use computers while the case is pending.

This office will aggressively prosecute those who commit crimes that put our children in harms way," said Wayne County Prosecutor Kym Worthy in a statement.
